Prof. (Dr) Hem Chandra, joined Swami Rama Himaliyan University as Advisor to Hon’ble President & Director, Hospital Services Jollygrant Dehradun on 18.3.2024. Before joining to this organization he served HNB Uttarakhand Medical Education University, Dehradun, for 5 years and 6 months as Vice- Chancellor. . Before joining as Vice- Chancellor, heserved Sanjay Gandhi Postgraduate Institute of Medical Sciences (SGPGIMS) Lucknow, UP.In different capacities for 29 years including Head of Department Administration & Medical Superintendent, He also served the Army Medical Corps as a SSC officer (Major) before joining the Medical Institute at Lucknow. A professionally sound figure, in the field of Hospital & Health Administration, acquired MBBS (KGMC Lko) Master in Hospital Administration (MD, AIIMS, New Delhi), MPhil (HHSM) BITS, Pilani, Ph.D, and D.Litt (LkoUniv) D.Litt (HC). He is the first professionally qualified Hospital and Health Administrator/Academician/ Researcher in whole UP and Uttarakhand having conferred with MCI recognized PG master degree in Hospital Administration.

Prof. Chandra’s contribution is not confined to one hospital but disseminated throughout in India specially in UP and Uttarakhand by organizing Professional Training Programmes, CMEs and starting the MD/MHA/DHA Courses at IGNOU, SGPGIMS,KGMU Lucknow, Lucknow University, BHU, HIHT Dehradun, RML Awadh University, Faizabad and HNB Medical University Dehradun. Under his leadership, the IGNOU centre at SGPGIMS for PG diploma in Hospital and health Administration has bagged 5 gold medals out of 15 convocations held so far (among 21 centres) and the centre was awarded as “centre for Excellence”. His speciality paper publications ( >180), paper presentations (>70), book publication (12) and organizing many conferences, workshops, seminars, training programme (> 126) are commendable and unique scientific achievements in fraternity. He had wide exposure of representing the specialty at National & International level. As Vice Chancellor, he has proven remarkable achievements during his tenure.

During his tenure as - Vice Chancellor, he established the campus of University at Selaqui Dehradun. In addition to his routine duty as VC he was instrumental in establishing the more medical colleges, nursing colleges and paramedical colleges in state of Uttarakhand to meet the requirement of Health Care Providers in nation. He was also involved by state government/NHM for strengthening medical and health services through trainings and recruitments., he was appointed leader advisor and supervisor for prevention control treatment of COVID19 and designated as chairperson of expert groups to provide technical inputs and decision support for informed policy making by government. His remarkable recommendation of providing mass drug administration with Ivermectin as a precautionary measure to a 80 lakh population in Uttarakhand state directly prevented the death of 463 people from the pandemic This was an extraordinary achievements for someone who went the extra mile to contribute to mankind when already more than 7000 deaths had occurred in Uttarakhand. organized 471 training programmes for more than 17862 state health care providers towards prevention and treatment. To acknowledge his untiring efforts the Uttarakhand government and other organizations conferred him with the prestigious Karona Yodha Samman

He is the first and only hospital administrator/academician in India who was elevated to the coveted post of Vice- Chancellor in India in 2018. He is the first and only hospital administrator/academician in India who has been awarded FRCP (Glasgow) in 2019, FRCP (Edin) UK in 2020 and FRCP, London, UK 2021. He is the first and only Fellow of All India Management Association (FAIMA) New Delhi among fraternity. He is the first elected FELLOW of Academy of Hospital Administration, Noida. He is also a member of newly constituted National Medical Commission, India and Member of Governing Body of National board of Examinations in Medical sciences.
